What's the name of the skin that breaks on the sides of fingernails and stands perpendicular to the nail?

i cut them off with a nail clipper when i spot them





they're not cuticles, not the thing on the base of the nail





they come up on the sides of the fingernail, ie one on a side, though seemingly never two at once, at the point where the fingernail meets the finger





they'll catch on stuff, my other hand, or clothes, and slightly hurt if not cut





once cut with my nail clipper they seem to disappear

Sort of a split...when you move the skin it will hurt...so i call it the split
